Instructions

- Fold in Blueberries: Gently fold in blueberries.
- Prepare Cream Cheese Swirl: Whisk cream cheese, sugar, lemon zest, and lemon juice.
- Make Streusel: Combine flour, brown sugar, cinnamon, and orange zest; cut in cold butter.
- Assemble Cookies: Scoop dough, create a well, add cream cheese, and top with more dough.
