  3. Combine Dry Ingredients: Whisk together flour, granulated sugar, baking powder, salt, and lemon zest in a large bowl. Reserve 1 tablespoon of this mixture.
  4. Coat Blueberries: Toss the fresh blueberries with the reserved flour mixture in a small bowl to prevent sinking during baking.
